De minimis

As an organisation that grants funds on behalf of Nordic countries, Nordic Atlantic Cooperation (NORA) must live up to EU regulations for state aid. NORA follows the guidelines received by the Nordic Council of Ministers in 2019. These guidelines apply to all organisations affiliated with the Nordic Council of Ministers.

The grant you have been offered complies with the European Union guidelines for “de minimis” aid. Funding for NORA’s grants comes from the five Nordic governments, and Nordic organisations may receive a maximum of €200,000 from each of the Nordic countries over a period of three fiscal years, or a total of up to €1 million over a period of three fiscal years.

The de minimis guidelines do NOT apply to partners in the Faroe Islands or Greenland. In a NORA context, this means they apply only to Norwegian and Icelandic partners. The latter two countries are not members of the EU, but, as members of the EEA, they are obliged to abide by EU regulations for state aid. A grant made by NORA to a Norwegian or Icelandic partner is considered de minimis aid, and therefore counts towards the €1 million limit.

Norwegian and Icelandic partners who receive a grant from NORA are required to report the amount of aid they have received from a Nordic country or from NORA during the past three fiscal years by completing and signing a declaration of public funding. It is the responsibility of the organisation administering the project (the organisation with which the project manager is affiliated) to ensure that Norwegian and Icelandic partners do not exceed the limit for receipt of de minimis aid. This applies even if the administering organisation is based in the Faroe Islands or Greenland.
